it's all about making someone look bad for a post they've made. if you think they are a top guy, hit the +, eventually they will have a whole lot of numbers up there giving you an indication of what a great human being you are. if you think they are a bit of a bastard, you can hit the - button and their score will go down, giving you an indication that your suspicions about this person are justified.
that's my take on it anyway!

Matt you are pretty much right. We use the same forum for our club and if someone is helpful we give the a +.

Usually you only hit the - for a stir.

It can be disabled but we can see how it goes.
